On Wednesday a grand jury decided not to indict Daniel Pantaleo in the death of Eric Garner in July. Just 10 days earlier, the grand jury in Missouri decided not to indict a white officer in the death of another unarmed black man.

President Obama called for increased use of police body cameras on Monday, but video footage of Garner's death already exists. The hosts debate whether body cameras will be effective when clear-cut video still cannot indict an officer violating police policy.
